THE ROLE IN A NUTSHELL
The Manager, Operational & Tech Risk is responsible for developing and managing Green Shield Canada’s operational risk management program. As a member of the Risk Management & Compliance team, you will identify, assess, mitigate, govern and report on operational risk. In delivering the operational risk management program, you will work closely with senior leadership and management across the company to enhance operational risk management and reporting. The Manager, Operational & Tech Risk will provide support to strategic initiatives to ensure operational risks are identified, assessed and managed appropriately through the implementation and operationalizing of the strategic initiatives. In addition, you will provide support to the Director, Risk Management & Compliance in relation to other elements of the Enterprise Risk Management (ERM) program, and assist in the preparation of Board reports and materials. They are a member of Green Shield Canada’s Managers’ forum, and play an important part in the execution of its strategic plan, initiatives and policies. This position will report to the Director, Risk Management & Compliance in the following capacities:
- Design, implement, and manage GSC’s operational risk management framework in compliance with OSFI’s E-21 Operational Risk Management Guideline.
- Establish an Operational Risk Management Policy and Operational Risk Appetite.
- Establish standards for the execution of operational risk programs within the lines of business, including the execution of risk and control assessments and the reporting of operational risk incidents.
- Design, implement, and enhance programs that monitor, measure, analyze and report on operational and technology risk (e.g. cyber security, third party risk, advanced analytics and data, etc.) exposures across all business areas.
- Assist the business with the identification of key operational risks and mitigating controls in their business units, as well as monitoring their action plans to address mitigation.
- Identify 2nd line of defense risk oversight functions that are currently being completed by the 1st and 3rd lines of defense and transition them into the risk management function.
- Prepare monthly/quarterly risk reporting on operational risk appetite metrics, key risk indicators, and operational risk dashboards, and other operational risk reporting for presentation to senior leadership, and board committees.
- Establish operational and technology key risk indicators, escalation limits/thresholds and escalation processes, and ensure they adapt to the changing business and regulatory expectations.
- Identify trends in key risk indicators and monitor action plans to address.
- Ensure operational risks are identified, assessed and managed to remain within GSC’s risk appetite throughout the implementation and operationalizing of strategic initiatives.
- Enhance processes for the review of operational incidents, root cause identification and control remediation and documentation.
- Aggregate and analyze risk events and root causes reported by the business to recommend improvements to prevent/mitigate re-occurrence.
- Provide guidance to the lines of business engaged in continuous improvement initiatives to balance efficiency with effectiveness and risk mitigation.
- Perform monitoring of enterprise compliance with the outsourcing policy, business continuity policy, and other risk related policies.
- Monitor regulatory developments related to operational risk and technology risk management.
- Enhance the operational risk management framework, policies and procedures to ensure continuous improvement and program maturity across the organization.
- Participate in Canadian Life and Health Insurance Agency (CLHIA), and industry related discussions of particular interest to GSC.
- Provide risk related guidance and advice to senior management, other departments, and represent Risk Management on various committees.
- Work with the Director, Risk Management & Compliance and/or senior staff on projects as required.
- Identify strategic opportunities to improve operating performance and make recommendations to senior management.

WHAT WE’RE LOOKING FOR
- 5-10 years of experience working within the financial services industry, in particular the insurance industry (health and dental plans would be an asset).
- 3-5 years of related experience in an operational risk management and/or technology risk management role.
- Post-secondary diploma or degree.
- Several years of enterprise risk management, or other relevant risk management, experience would be an asset.
- A results-oriented and highly credible individual with outstanding business acumen.
- A big-picture perspective and an understanding of the business with a keen attention to critical detail.
- Strong personal integrity and work ethic; takes responsibility; leads by example, is consistent and makes decisions with the organization’s values in mind; and likes to be held accountable for results.
- Innovative thinker and problem solver; – the ability to see how all the pieces fit together and contribute to the achievement of broader organizational objectives; strong business acumen and judgment.
- A proactive self-starter who takes ownership of their area and brings a track record of taking initiative and adding value by introducing risk management best practices to enhance the effectiveness of financial and operational processes in order for the business to better achieve its objectives.
- Ability to “roll up the sleeves” and get involved at a detailed level in order to ensure accurate risk management reporting and compliance with all regulations.

- Familiarity with, and ability to interpret, regulation including OSFI guidelines.

- Ability to travel occasionally is required.
