First, this was exactly my worry. If we expand CPP just to reduce employer sponsored and personal savings, we aren’t making any headway in solving the lack of adequacy in retirement savings – just adding another layer of bureaucracy.
Second, I would be in favour of seeing employers with plans contributing 10%+5% towards retirement consider integration. But the 4%/4% plan is bare bones enough as it is – no need to scale back when starting from there.
