What a nasty and dishonest attack on public servants. He claims to be an actuary, so he obviously knows that there is a pension adjustment, which reflects the current value of their future benefits, used to reduce these people’s RRSP contribution room. That amount, like all pension and RRSP contributions, is non-taxable, but is fully taxed as income when withdrawn. Sounds like maybe he should move to the Fraser Institute; they specialize in these kinds of dishonest arguments.

By the way, I’m not, nor have I ever been, a public servant.
