Marie-Hélène Dugal, national pharmacy strategy lead, Medavie Blue Cross
For more than 20 years, Marie-Hélène Dugal has held progressive roles across claims processing, benefits management and product strategy building deep institutional knowledge and technical expertise across the organization.
Dugal is currently the national pharmacy strategy lead at Medavie Blue Cross, where she leads the development of forward-looking drug benefits strategies that delivers best-in-class outcomes for plan sponsors and members. In this role, she and her team ensure drug benefits plans are designed with a strategic, evidence-based lens, balancing innovation, sustainability and member needs.
From 2021 to 2024, Dugal led the pharmacy benefit strategy team as manager, providing national leadership across a complex and evolving drug benefits landscape. Her work during this period strengthened Medavie Blue Cross’s approach to pharmacy strategy and positioned the organization to respond effectively to regulatory, clinical and market-driven change.
Dugal joined the pharmacy benefit strategy team in 2013, where she led the Quebec portfolio. In this role, she navigated complex legislative requirements while supporting plan sponsor clients across all regions of Canada. She played a pivotal role in major product development initiatives and technically complex pharmacy benefits management projects.
She brings a rare combination of deep technical expertise, strong product management capabilities and strategic vision. She’s widely valued for her ability to translate complex concepts into clear, effective communication in both official languages.
