
The Healthcare of Ontario Pension Plan is appointing Reena Carter as chief financial officer effective Aug. 1, 2025.
Most recently, she was senior managing director of portfolio management and operations at the Ontario Municipal Employees’ Retirement System. Previously, she held senior finance and audit roles at the OMERS, such as head of investment finance and valuations and global head of assurance and advisory.

“[The] HOOPP has consistently delivered strong results as a leading pension fund in Canada, which speaks to the commitment and stewardship of its board, management team and employees,” she said in a press release. “I look forward to working with Annesley [Wallace, the HOOPP’s president and chief executive officer] and the entire team as we grow and evolve to continue meeting the needs of Ontario’s health-care community.”
In other appointment news, the Caisse de dépôt et placement du Québec’s Marc-André Blanchard, executive vice-president and head of CDPQ global and global head of sustainability, is leaving to take on the role of chief of staff to Prime Minister Mark Carney.
He first joined the Caisse in 2020, later taking over leadership of the sustainability team. In a press release, Charles Emond, president and CEO at the Caisse, said the investment organization raised its ambition in sustainable investment thanks to Blanchard.
“[He] has always been driven by a deep desire to serve the public and we thank him for his significant contribution to [the Caisse] as well as for the skilled team he has built.”
